The Independent Public Speaking Association Constitution
Definitions
IPSA: the umbrella title for The Independent Public Speaking Association, founded by Reading Blue Coat School, John Robinson, the Debating Association of New England Independent Schools, Taunton School, Queen Anne's School and The English School, Nicosia. These shall be known as the Founder-Members.
W.I.D.P.S.C.: the title of the World Individual Debating and Public Speaking Championships, indicating a competition hosted each year by various countries.
The Executive Council shall consist of the founder-members and those schools which have have hosted the competition and have attended for at least 3 out of the last 5 years.
Operation:
IPSA shall organize the World Individual Debating and Public Speaking Championships
The Executive Council shall act as a steering committee, forming strategy of IPSA, ensuring the continuation of W.I.D.P.S.C., and giving support to the next host school. The Executive Council shall have the power to co-opt replacement members, should the need arise.
The Association shall include the Executive Council and all those schools and leagues who participate on a regular basis.
Places shall be divided among participating countries in an equitable manner, determined by the host school in conjunction with the Executive Council. The Founder-Members are entitled to send two competitors each to the World Individual Debating and Public Speaking Championships, as are former hosts -- either the school or the coach but not both. The additional two per founder-member and per former hosts will not count as part of the national totals from their countries.
Policy and rules shall be discussed at the AGM during W.I.D.P.S.C. Changes will be made by general consensus. Between AGM's decisions shall be made by the Executive Council.
Billeting and other domestic arrangements shall be in the hands of the host school, as shall the holding of the A.G.M.
